George H.W. Bush urged an uprising against Saddam that resulted in the death of thousands of Kurds and Shia after the U.S. withdrew support.  (Washington Post, LA Weekly)

In June, 1982, President Reagan decided that the United States...would do whatever was necessary and legal to prevent Iraq from losing the war with Iran." (RealHistoryArchives.com) Teicher states that after Reagan signed a secret National Security Directive in June 1982, "The United States actively supported the Iraqi war effort by supplying the Iraqis with billions of dollars of credits, by providing U.S. military intelligence and advice to the Iraqis, and by closely monitoring third country arms sales to Iraq to make sure that Iraq had the military weaponry required."  (Fueling the Iran-Iraq Slaughter by Larry Everest, Bruce W. In the fall of 1989, then-president Bush overrode the objections of officials in three different govt. agencies and signed a top-secret directive ordering closer ties with Baghdad and opening the way for $1 billion in new aid.  (LA Times)

Saddam Hussein may try to implicate Western leaders by revealing their complicity in his alleged crimes.  But former CIA Director R. James Woolsey doubted that Hussein could seriously embarrass the U.S. government, "was it inconsistent to have worked with Stalin during World War II and then to oppose him during the Cold War?
